Theories and Practices of Innovation Policies for Enterprises and Territories: The Case of the NRRP with a Particular Focus on the Energy Transition

In recent years, alongside the worsening climate crisis, the COVID-19 pandemic has exposed humanity to the vulnerabilities of its systems and their interconnectedness, further exacerbated by the geopolitical tensions following Russia’s invasion of Ukraine. These challenges have reawakened calls for public intervention to rescue economies and steer structural change toward ecological and digital transitions.

The European Union, followed by its member states, has launched unprecedented responses in order to face these crises. Through an analysis of Italy’s National Recovery and Resilience Plan (NRRP), this study aims to evaluate the plan’s impact and effectiveness as an innovation policy, with a specific focus on its energy policy measures.
By comparing these findings with outcomes achieved through EU structural funds, this research finally purposes to generate valuable insights for policymakers, highlighting diverse impacts arising from the differing governance and operational mechanisms of the implemented policies.
